The Ningxia Yinyi project in northern China is a 49.5 MW facility that generates renewable electricity using wind power. Its annual output of approximately 105 GWh is sold to the Ningxia Power Grid. On completion of the project, a total of 66 turbines will be in place, each with a capacity of 750 KW.
Secondary benefits
- Stimulating the growth of the wind power industry in northern China;
- Creating job opportunities for local communities during project construction and operation.
Standard
This project was approved under the UN Clean Development Mechanism (CDM) and registered as a CDM project on 11 April 2007 by the CDM Executive Board. This ensures the highest level of rigor in the validation, approval and registration of the project.
The emissions reductions arising during the period between the start of operations and registration with the CDM Executive Board are classed as pre-CDM Voluntary Emissions Reductions (VERs). The project subsequently obtained Gold Standard (GS) status in April 2008. Gold Standard VERs will be recorded in the Gold Standard VER Registry. The Gold Standard ensures additional local environmental and social benefits.
Baseline Methodology
The emissions reductions associated with this project and the baseline scenario (that is, what would have happened without the implementation of this project) were determined according to a methodology approved by the UN. The methodology applied to this project is that for power generation from renewable sources ACM0002 (Approved Consolidated baseline Methodology).
Additionality
Additionality is demonstrated using the UN’s CDM ‘Tool for Additionality’. Through this it is demonstrated that the project would not have been commissioned without the revenues derived from the associated sale of emissions reductions. The application of this tool is independently verified by a UN accredited Designated Operational Entity - in this case the reputable German company Tüv Süd.
Rationale
This project was approved under the UN CDM, which ensures rigor in the validation, approval and registration process. In addition, the project received the Gold Standard CDM status, which ensures the highest level of local environmental and social benefits, such as creation of local jobs.
